Sand heaps along-side medians

A large heap of sand(along with red soil) and gathered along the bottom edges of the newly built road divider(median).Some of the sand would have accumulated is natural elsewhere,but a large amount of red soil which contribute to the heap are those brought by workers to cover up the median's center part to grow the lawn over that.This gives a poor look.
